2020 County Convention

Due to COVID-19 and the dramatic increase recently in active cases, we are recommending to conduct our elections via U.S. Mail to ensure the safety of all who wish to participate. Further, we are mindful of the income and technology divides prevalent in today’s society and want to be inclusive so that all can participate equally. Finally, mail in ballots will ensure an election that can be reviewed and recounted if necessary ensuring that all votes are counted fairly and accurately.

Instructions on Voting for in the County Convention for County Committee Slates:

  • You must:
    • Sign your name
    • Print your name
  • Returning your Ballot
    • Ballots must be postmarked by Monday, November 23rd, 2020
      • Self-addressed and stamped envelope included for convenience
    • Ballots may be dropped off on Saturday, November 21st from 10:00 am – 12:00 pm at the following locations:
      • UAW Region 1 – 27800 George Merrelli Drive – Warren
      • MEA Office – 13969 Plumbrook – Sterling Heights
      • Democratic Office – 176 South Main – Mount Clemens
      • UAW Local 400 – 50595 Mound Road – Shelby Township
      • Grand Dimitri’s Restaurant Parking Lot – 25001 Gratiot – Eastpointe
    • Ballots may be emailed to: mcdcvotes@gmail.com
      • Deadline: Monday, November 23rd, 2020 at 11:59 pm

Convention Rules & Eligibility

A proportional voting method as outlined in Section 6 of the Rules for Voting and Elections in the Michigan Democratic Party must be used.

Delegates to this convention will be MDP members, Precinct Delegates elected at the August 4th Primary, Democratic elected officials, and Democratic nominees to partisan office. Articles 3.2 and 3.3 of the Michigan Democratic Party Rules stipulate the following qualifications for candidacy and eligibility to vote:

In order to hold party office or vote at any Convention, Caucus, or meeting at any unit of the Michigan Democratic Party at any level, a person must be a member of the Michigan Democratic Party for at least thirty (30) days prior to that Convention, Caucus, or meeting. A party member must be a qualified elector in order to vote on nominations for public office.

Precinct Delegates, Democratic elected officials, Democratic nominees to partisan offices, and individuals whose membership lapses inside the thirty day window are exempt from the advance membership requirement. However, those individuals must be members in order to vote and may join or renew the same day as the Convention, Caucus, or meeting.

An official Call to Convention must be issued at least 14 days prior to the date of the convention. The Call may be issued via mail and email to all eligible and interested persons and must include the qualifications for candidacy and eligibility to vote.

CALL TO COUNTY COMMITTEE MEETING – via mail

The purpose of the meeting will be to elect the officers of the County Committee to serve for the next two years. The officers shall be a Chairperson, a Vice-Chairperson of a different gender to the Chairperson, a Secretary and a Treasurer. Each officer will thereafter have a vote on the County Committee.

December 5tha notice will be placed on the Macomb County Democratic Committee website http://www.macombdems.com/convention and an email will be sent out to all Macomb County Committee Members with an email on record notifying them that nominations are due by 5:00 p.m. on Tuesday, December 8th for the Offices of Chairperson, Vice-Chairperson, Secretary and Treasurer and Slates for Vice Chairs (1-15 positions)

December 8th – Nominations due by 5:00 p.m.

  • Nominations can be emailed to mcdcvotes@gmail.com
  • A confirmation email will be sent to confirm receipt.
  • Nominations can be dropped off on Tuesday, December 8th from 1:00 p.m. to 3:00 p.m. at the MEA Sterling Heights Office at 13969 Plumbrook, Sterling Heights.

December 9th – Ballots & Instruction Sheets mailed to all County Committee members

December 19th – Locked buckets will be available at the MEA Sterling Heights Office at 13979 Plumbrook, Sterling Heights for County Committee Members to drop off their ballot from 10:00 a.m. to 12:00 p.m. on December 19, 2020. If a County Committee member is unable to drop off their ballot another County Committee member may do so.

11/5/2020: Nominations are open.

Slates can be submitted to the Chair of the Rules Committee, Jennifer Nowaczok-Miller. Due by: 5:00 p.m. on Sunday, November 8th. Slates can consist of 1 to 70 nominations.

Slates can consist of 1 to 70 nominations. 

November 8th – Slates or Nominations due by 5:00 p.m.

November 9th – Mailing of Call to Convention, instructions, and ballots

  • Call to convention for Monday, November 23rd for a Zoom meeting to call the Convention to order and approve the rules and adjourn to implement ballot collection and counting.
  • Instruction sheet, numbered ballot, and postage paid numbered return envelope to Macomb Dem P.O. Box Office will be sent to all MDP Members in good standing as of October 23, 2020 according to the MDP. Ballots must be signed and have name printed on them.
  • Instruction sheet, numbered ballot, postage paid numbered return envelope to Macomb Dem PO Box Office and MDP membership application will be sent to all Macomb County Democratic Nominees and Precinct Delegates who are not currently MDP Members in good standing (per MDP rules). Ballots must be signed and have name printed on them.
  • Ballots will include full slates as nominated by November 8th at 5:00 pm and a write-in slate section.
  • The Chair of the Rules Committee shall collect the ballots from the Macomb Dem P.O. Box Office. Ballots as they are received will be placed in locked buckets and will remain in the Chair of the Rules Committee’s custody. The number on the return envelope will be marked off on a spreadsheet. This spreadsheet will be available online at: www.macombdems.com/convention  so that MDP members can confirm their ballot has been received. 
  • Completed ballots may be returned via email. Ballots must be signed and name printed, scanned and emailed to: Chair of Rules Committee, Jennifer Nowaczok-Miller at  mcdcvotes@gmail.com Emailed ballots must be sent by November 23rd at 11:59 pm.
  • Lost or spoiled ballots – if requested the Chair of the Rules Committee will spoil the person’s ballot and issue a new numbered ballot.
  • Physical outdoor drop-off sites administered by the Macomb County Democratic Committee Rules Committee will be available November 21, 2020 for those who do not want to mail their ballot in.  Locked buckets will be available at each site for MDP members to drop off their ballot from 10:00 a.m. to 12:00 p.m. The locked bucket shall be returned to the Chair of the Rules Committee and remain in the Chair of the Rules Committee’s custody.

    • Sterling Heights – MEA Office
    • Mount Clemens – Democratic Campaign Office
    • Shelby Township – UAW Local 400 (need to confirm permission)
    • Eastpointe/Roseville – Grand Dimitri’s Restaurant – Parking Lot

November 23rd – All completed ballots must be post-marked by November 23rd to be counted.

November 23rd – Zoom Meeting with all MDP members to approve the rules report, adjourn to implement ballot collection and counting. 

December 3rd – Final day to receive/collect from P.O. Box completed ballots post-marked on or before November 23rd

December 4th – Votes will be counted.

  • Counting will take place at the MEA Sterling Heights Office to ensure proper social distancing and masks shall be required.
  • The Macomb County Democratic Party Rules Committee shall count the votes pursuant to the MDP Rules for Voting and Elections.
  • Each slate shall be allowed one observer.
  • At the conclusion of vote counting, results will be posted on the Macomb County Democratic party website and emailed to all MDP members in good standing with an email on record.
  • The Macomb Democratic Party shall certify the names and addresses of persons chosen to the County Clerk and the Democratic State Central Committee. 
  • All completed ballots shall be kept in a binder, in the possession of the Chair of the Rules Committee for one year, should there be any further review necessary.

  • Nominations can be dropped off on Tuesday December 8th from 1:00 p.m. to 3:00 p.m. at the MEA Sterling Heights Office at 13969 Plumbrook, Sterling Heights, MI 48312.

  • Lost or spoiled ballots- if requested the Chair of the Rules Committee will spoil the person’s ballot and issue a new numbered ballot.

December 19th – Ballot Drop-Off

  • Locked buckets will be available at the MEA Sterling Heights Office at 13979 Plumbrook, Sterling Heights, MI 48312 for County Committee Members to drop off their ballot from 10:00 a.m. to 12:00 p.m. on December 19, 2020. If a County Committee member is unable to drop off their ballot another County Committee member may do so.  

December 19th – Votes will be counted

  • Counting will take place at the MEA Sterling Heights Office to ensure proper social distancing and masks shall be required.
  • The Macomb County Democratic Committee Officers & Vice-Chairs shall count the votes pursuant to the MDP Rules for Voting and Elections.
  • Each candidate shall be allowed one observer.
  • Results of the election will be emailed out immediately following the completion of vote counting.  
  • All completed ballots shall be kept in a binder, in the possession of the Chair of the Rules Committee for one year, should there be any further review necessary.
